There’s no Document option
Update the WhatsApp desktop app, or use WhatsApp Web. On very old versions, the paperclip icon replaced the + button.

Check your laptop’s internet connection, and make sure your phone is online if WhatsApp asks you to reconnect it. Then retry. Very large files take longer on slow connections.
